Language settings don't sync correctly cross-device

Issue description

Chrome Version: 
OS: MacOS Siera 10.12.6 and Android 8.0.0

What steps will reproduce the problem?
(1) Set the Mac device to English and confirm that it's the only language in chrome://settings/languages. Make sure you're signed in and syncing.
(2) Set the Android phone to Russian (or any other language than English) and Launch chrome. Make sure you're signed in and syncing to the same account as in (1).

What is the expected result? Russian should get added to chrome://settings/languages.

What happens instead? Russian does not get added to chrome://settings/languages on Mac.

To do: investigate how language settings get updated in Chrome on Android.

 
It's important to note that:
1) On Mac device, translation is offered for Russian webpages.
2) On Android phone, translation is offered for English webpages.

Our intuition is that Android creates a device-specific language list that is a combination of the user preferences and the device language. This secondary list is not synched to the user's profile.

We need to investigate whether this is the case and then discuss what the ideal solution should be.
