Regression : Delay is seen on opening 'Network settings' window in OOBE screen

Issue description

Chrome Version: 64.0.3280.5/10172.0.0 dev-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on 'Let's go' which navigates to 'Connect to network' screen
(2)Now connect to Wi-Fi Network -> scroll down and click on 'Proxy settings' option -> observe delay is seen to open 'Network settings' window i.e. white window is seen
or
At Uber Tray select 'Network' option ->click on'Network settings' and observe delay is seen to open 'Network settings' window is seen (Please refer Video and screenshot)

Expected: No delay should be seen on opening 'Network settings' window 
Actual: Instead delay is seen  on opening 'Network settings' window i.e. white window is seen

This is Regression Issue as same is working fine in M-61

Not clear if this is a M64 regression, nor is it blocking functionality. Removing as RBS.

This should have been fixed with WebUI network config dialogs.

Able to repro Issue on latest 67.0.3375.0/10503.0.0 dev-channel Reks.

The network config webui can take ~1s to load on slower devices, which is consistent with the video. This is an unfortunate tradeoff for the flexibility and consistency of using WebUI.

In the next iteration of OOBE we should consider integrating network and proxy configuration with OOBE.

Resolving as WAI.
