What steps will reproduce the problem?
(1)Launch chrome,go to www.youtube.com->play any video
(2)Open devtools ->dock to bottom and Observe while docking(please refer video)

Actual:Delay is seen while docking to other sides with weird traces
Expected:No such delay should be seen

This is a Regression issue as same is working fine in M-59 

Note:Issue is not seen in Linux,Windows OS
