Web Push Notifications on Chrome in Windows truncates title (in some cases) even if length is less than the max

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Go to, https://tests.peter.sh/notification-generator/
2. Enter title of notification as something, `The Cashrewards Frenzy continues!`
3. And send notification -> On Chrome on windows, the title is truncated weirdly. If I enter more characters, they are wrapped on next line

What is the expected behavior?
The title should not be truncated until it reaches length of 50

What went wrong?
Supported length of characters is about 50 in Chrome on Windows, but the title gets truncated for some texts as above example `The Cashrewards Frenzy continues!`

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 62.0.3202.75  Channel: stable
OS Version: OS X 10.11.6

Able to reproduce the issue on reported version 62.0.3202.75, beta 63.0.3239.70 and Dev 64.0.3281.0 using Windows 10, Mac 10.12.6 hence providing bisect info

Good build: 62.0.3187.0
Bad build: 62.0.3188.0

You are probably looking for a change made after 494703 (known good), but no later than 494704 (first known bad).
