Regression: Focus highlight on radio button is overlapped with text in chrome://extensions.

Chrome Version: 64.0.3281.0 Revision a9249a3ab02174ce71383e54fedb216ed578ba51-refs/heads/master@{#520391}(32/64 bit)
OS: Windows(7,8,10), Mac(10.12.6, 10.13.2), Linux(14.1 LTS)

Pre-condition: Enabled 'Enable Material Design extensions' flag from chrome://flags.
 
What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions/?id=aohghmighlieiainnegkcijnfilokake
(2) Press Tab key upto focus reaches to radio button of 'Allow in incognito'
(3) Observe Focus highlight.


Actual: Focus highlight on radio button is overlapped with text.

Expected: Focus highlight on radio button should not overlap with text.

This is a regression issue, broken in 'M64', will soon update the other info:

You are probably looking for a change made after 520085 (known good), but no later than 520086 (first known bad).
