Issue descriptionChrome Version: 64.0.3281.0 (Official Build) (cohort: Stable)a9249a3ab02174ce71383e54fedb216ed578ba51-refs/heads/master@{#520391} (32/64-bit) OS:Win(7,8,10), Mac(10.12.6, 10.13.2), Linux(14.04 LTS) Steps to reproduce: 1. Launch chrome, open devtools on NTP and Press F1 to go to settings and click on workspace. 2. Add a folder to workspace, resize the browser and observe. Actual Result: Unnecessary scroll bar skeleton is seen when resizing the window. Expected Result: Scroll bar skeleton should not be seen when resizing the window.
