shows that all the failed tests are on that host (chromeos4-row11-rack5-host19).

Locked the host, I guess there is something wrong with its display?

Yes, chromeos4-row11-rack5-host19 seems to have problems with the display. chromeos4-row11-rack5-host15 is fine in comparison (different build though). Might be worth checking DUT out in person.

Host is still locked, I have no reason to believe it fixed itself.

Assigning to this week deputy.

It sounds like there might be a problem with the hardware; how
can we get a definitive determination as to whether the device is
working?

For a start, I'd look at the device physically and see if the display comes up.

I've filed b/80549574 for an inspection.

Screen has been seen to be non-functional; a replacement unit has
been ordered.
