I have added the stacking behavior to the spec when network warning is also visible.

FYI, there's also a bug about making this text copyable (right now you can select but not copy). It might be worth addressing as part of this redesign.

What UX do we need to make it copy-able? 
Do you mean right now you cannot CTRL-C or right click after text selection?
