overscroll-behavior: contain doesn't show the glow effect on overflow divs |

Issue descriptionChrome Version: 64.0.3280.3 OS: Android 8.0 What steps will reproduce the problem? (1) Open ebidel's demo: https://ebidel.github.io/demos/chatbox.html (2) Fling the chat mole up and down. What is the expected result? Glow effect is shown on the nested overflow area like native would. I expect contain to show a glow and none to suppress it. What happens instead? No glow, which means I need to use divs and touch events to make a glow effect myself and make it track your finger. :/ Note also that the overscroll-behavior addy put on the document to disable pull to refresh also disabled the glow entirely which makes the app feel less native.

I checked this on M62 where overscroll-behavior is not supported. There is no glow effect on the chatbox either. Could you please check whether the native version shows a glow? My understanding is that we don't support glow on overflowing a div yet, so it's not suppressed by overscroll-behavior. The reason there is no glow on the document is that overscroll-behavior is set to "none" instead of "contain" on the document. So I suppose the suggestion is to change that to "contain" on the demo?

I think this may be a bug in how we handling scroll latching in presence of overscroll-behavior. I filed issue 798543 to look at it more closely.
