Steps To Reproduce:
(1) Add Korean input language
(2) Enable On-Screen Keyboard
(3) Try to switch between Korean <-> English

Expected Result:
KBD layout should change between Korean and English (within Korean input method) by using a dedicated language switch key (Usually right Alt), but there's no key to switch language

Actual Result:
There's no language switch key

What is the impact to the user, and is there a workaround? If so, what is
it?
For Korean users using convertible/touch Chromebooks, they will have to swith input method every time they want to switch language, while it's a simple single key press on the actual keyboard.
