Issue descriptionThe Pre-CQ for CL https://chrome-internal-review.googlesource.com/c/chromeos/overlays/overlay-novato-arc64-private/+/517512 fails: https://luci-milo.appspot.com/buildbot/chromiumos.tryserver/pre_cq/70262 I think it's because it's running the VMTests on a machine where KVM is disabled, the log mentions: " INFO : Launching: /b/c/cbuild/repository/chroot/usr/bin/qemu-system-x86_64 -enable-kvm -m 2G -smp 4 -vga virtio -pidfile /tmp/kvm.9228 -chardev pipe,id=control_pipe,path=/tmp/kvm.9228.monitor -serial file:/tmp/kvm.9228.serial -mon chardev=control_pipe -daemonize -net nic,model=virtio,vlan=9228 -display none -net user,hostfwd=tcp:127.0.0.1:9228-:22,vlan=9228 -drive file=/tmp/cbuildbot-tmpoehDLm/chromiumos_qemu_disk.bin.6MEPnc,index=0,media=disk,cache=unsafe Could not access KVM kernel module: No such file or directory failed to initialize KVM: No such file or directory " novato and betty don't seem to have the same problem, even though as far as I can tell the configuration in chromite is the same. Is it possible to force novato-arc64-pre-cq to run on builders that support KVM?

I retried and this time the Pre-CQ passed: https://luci-milo.appspot.com/buildbot/chromiumos.tryserver/pre_cq/70517 The job ran on a different bot which apparently supported KVM. Not sure which is which (GCE, baremetal, other?)

The failed build ran on "build16-m2" which is baremetal, though it's possible that the machine is misconfigured. The retry ran on "cros-standard3-c2", which is a GCE instance which has KVM specially enabled. Hum.... this is weird.
