remove backup role in serverdb |

Issue descriptionbackup roles are not used anymore in serverdb. A server will be either in prod or repair_required. Backup servers can be in prod but have no users.

Moved chromeos-server8 to primary, remove its other roles, only keep 'afe' since other roles like 'scheduler' only allows one server in status:primary.
