Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Install chrome os from USB
2. run "chromeos-tpm-recovery" command
3. reboot and get "! Chrome OS is missing or damaged." screen

What is the expected behavior?
Operating system should be installed and functional

What went wrong?
chromeos-tpm-recovery
Stopping trunksd...
(was not running)
ERROR: TPM: Cannot open TPM device /dev/tpm0: No such file or directory
ERROR: Platform Hierarchy is disabled, TPM can't be recovered
exiting

after install, stuck at "! Chrome OS is missing or damaged."

Did this work before? Yes seems to be only on some of these devices
