chrome vox lern mode does not open when no tab is open

if a user  does not have a tab page or window open at all and they try to open the chrome lern mode noth happens  close all tabs and then try going in to lern mode with chrome vox plus o then k Mode: force_next

Thank you for reporting this issue. This fix will arrive in version 65.
