This happens when a .doc file is opened for the first time in QuickOffice
# I saw ChromeVox read the URL which is a really long string of characters. Then, it read the first item in the document itself 
# Then it said "Got it Button"
# This indicates that the focus started on the omnibox, then shifted to the document itself, then to the modal that has appeared over the doc. 
# The modal is covering a greyed out document implying that focus should never be on anything but itself
# The modal contains the following:
1. Title: Office Editing for Docs, Sheets, and Slides
2. Close button in upper right corner - note, this button is unlabeled and just says "button" 
3. Image showing a pencil with a squiggly circle around it
4. Text: "You can now edit Word, Excel, and Powerpoint files from your hard drive, Google Drive, Gmail, and more, using Docs, Sheets, and Slides. All your edits are automatically saved and you can always save as the original format too."

# When I try to use search+left arrow to navigate backwards across the modal, the first time up it skips the text and highlights the entire document. I then use search + right arrow to navigate forwards and each section of text is read. The x close button is unlabeled and just says button. I can reproduce this skipping text behavior by focusing on the close button and pressing search + right. The focus ring appears around the entire document and then disappears.  
# When I tab across the modal, it puts focus on the close button, learn more link, and Got it button.
# I pressed enter on Got it to accept the dialog. Focus returns to the entire document and ChromeVox starts to read continuously. 

Expected: The grayed out document never receives focus, all buttons are labelled 

Actual: Grayed out document receives focus, close button is not labelled.
