Verify blame_url for bad_cl annotations

Issue description

Now that CL-exonerator consumes bad_cl annotations, we should verify that blame_url is well-formed for bad_cl annotations in the build-annotator. It is pretty bad if someone accidentally causes a bad CL to be forgiven by the CL-exonerator because they had a typo in their URL.
