MD extensions details page misleadingly indicates (i) is clickable in "Allow in incognito" row

Issue description

Google Chrome	64.0.3280.0 (Official Build) canary (64-bit)

1. install any extension e.g. the attached one
2. open chrome://extensions page
3. click "Details" of any enabled extension
4. move the mouse cursor over the (i) icon to the right of "Allow in incognito"
5. observe the cursor is a "hand" which means it's a clickable icon
6. click the icon

Expected: 
* the information is shown

Observed: 
* no information is shown
* a blue focus rectangle appears around the icon

Currently this icon displays the information only when the mouse cursor hovers over the icon for 1 second. This UX is contradictory and non-obvious. A straightforward behavior might be something like one of the following:

* change the cursor to normal arrow when hovered over the icon; don't allow focusing it at all
* allow clicking AND show the info both on click and on hover

Issue 788776 just landed which removes the incognito icon
