MD extensions details page misleadingly highlights "On" label with a blue color as though it's clickable

Reported by woxxom@gmail.com, Nov 29 2017

Issue description

Google Chrome	64.0.3280.0 (Official Build) canary (64-bit)

========================================

1. install any extension e.g. the attached one
2. open chrome://extensions page
3. click "Details" of any enabled extension
4. observe the "On" label in the top row of the details page

Expected:
* the label makes sense e.g. it says "Enabled"
* the color is dark gray

Observed:
* the label is misleading (what's On? On to what? This word isn't used anywhere in the UI)
* it's blue, looks like a link, but it's not clickable

Over to bettes@ for a UX decision. I don't feel strongly here. I can certainly appreciate the desire for more technically-accurate language (enabled rather than on), but I understand that it might be more confusing to other (non-developer) users.
