MD extensions make it needlessly hard to quickly reload an extension when opened from toolbar icon's "Manage" action

Issue description

Google Chrome	64.0.3280.0 (Official Build) canary (64-bit)

1. install any local unpacked extension e.g. the attached one
2. right-click the extension icon in the browser toolbar
3. click "Manage extensions"

Expected: the opened page allows to reload the extension in one click
Observed: the opened page has no "reload" icon or link;

The new details page simply disregards this scenario because Google's UI designers are not active extension developers, I guess. Hopefully, someone will be able to convince them to restore the "reload" action in this particular use case, which AFAIK is popular and that was present on non-MD chrome://extensions page. Maybe the designer will be willing to do it at least when the "Developer mode" switch is enabled in the top-right corner of the chrome://extensions page.

Now the extension authors and users have to click the "<-" icon on the page additionally,
find their extension in the potentially big list again and click the reload icon.

Thanks for the feedback!

bettes@, when you and I had talked previously, we had discussed trying to make sure that all the functionality/information from the card was available in the details page for an extension to avoid requiring to go back/forward for different bits.  It looks like the reload toggle slipped through the cracks.  Can we find a home for it on the details page?

Strawman proposals below: next to the enable/disable toggle or next to the name.
