background-image SVG border cut after pushing element

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Open attached svg-push-testcase-5-dash.html file in Chrome.
2. Observe
3. Open attached svg-push-testcase-4-dash.html file in Chrome.
4. Observe
5. Open both files in the Firefox
6. Observe

What is the expected behavior?
In Step 2, 4, 6: "circle" looks/rendered same

What went wrong?
In step 2 Circle "right border" is cut (See attachments)

Does this work in other browsers? Yes

Chrome version: 62.0.3202.75  Channel: n/a
OS Version: 14.04
Flash Version: 

Difference between files in Step 2 and 4 is the amount of the dashes in the <span> element.
The issue might appear/disappear depending on the browser zoom level, current screenshots are made with default zoom (100%) level.

This is a straight-up background image sizing issue. Both cases fail at some zoom levels. Finally planning to get to this next week.
