Select-to-Speak doesn't hide focus ring when a new tab is opened

Issue description

If a user switches tabs, windows, or minimizes the window, the focus ring is hidden properly. But a new tab doesn't always cause it to be hidden. Usually this reproduces the first time or two you open a new tab, and it works correctly after that.
