Browser test verifying renderer gets killed for illegal FrameHost::BeginNavigation interface call

Add a test in browser_side_navigation_browsertest.cc to check that the renderer is killed when calling the BeginNavigation mojo interface for an error page.

Allow for re-usability of the method in other failure cases.
