Make supersize use pak_util.py rather than data_pack directly

This allows us to swap out pak_util in instrumentation tests and not have to have an actual .pak file in testdata.

Also future-proofs supersize so that it does not need to be updated when pak format changes.

Status: WontFix (was: Assigned)
Since pak format is no longer changing, this has much lower priority.
