What steps will reproduce the problem?
(1)Sign into User -> Click 'Sign out' from Uber Tray -> Now in Sign-out screen-> Turn-off WI-FI from Uber Tray 
(2)Now "Network not available" is seen ->click on 'sign in as an existing user' -> enter email id
(3)observe 'Next' button at bottom of the page is seen disabled -> click on 'NEXT' button available at 'More options'
(4)Now Enter password and observe 'Next' button at bottom of the page is still seen disabled
(Please refer video and screenshot)


Expected: 
a)'Next' button at bottom of the page should be enabled after entering valid Email Id and after entering password
(or)
b)Unnecessary 'Next' button should not be seen at bottom of the page

Actual: Instead 'Next' button at bottom of the page is seen disabled in Email Id page, Password page

This is Regression issue as same is working fine in M-60 i.e. in old UI

@wzang : Please confirm the Issue

Note: Issue is also seen on latest M-64
