Non-Regression:Weird blinking of text is seen in Select-to-speak settings page

Issue description

Chrome Version:63.0.3239.70/10032.59.0 beta-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->go to chrome://settings/manageAccessibility ->In text-to Speech,enable Select-to-speak 
(2)Open Select-to-speak settings page ->select a voice and a speech rate
(3)Refresh the page continuously and Observe weird blinking of text

Actual:Weird blinking of text is seen 
Expected:No such weird blink of text should be seen

This is a Non-Regression issue seen from M-60

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in latest M-64

This is happening (even at Trunk/HEAD) because it takes a moment for Select-to-Speak's JS to retrieve the stored settings and populate them.

I noticed that ChromeVox has the same blinking behavior because it loads stuff the same way. ChromeVox and Select-to-Speak could coordinate on how to fix this.
