Regression:Blank space is seen while loading 'Google chrome OS terms' page.

Chrome Version:63.0.3239.70/10032.59.0 beta-channel Daisy,Candy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build ->Connect to a network ->go to 'Google chrome OS terms'page
(2)Suspend the device ->Resume it and Observe(kindly refer video)

Actual:Blank space is seen while loading 'Google chrome OS terms' text 
Expected:Instead, no blank space or loading.. symbol  should be seen

This is a Regression issue as same is working fine in M-57 stable channel Candy

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in latest M-64

I think this should be "Loading..." page.

Able to reproduce the issue on latest 68.0.3418.0/10645.0.0 dev channel Falco, Daisy,Kip.
