Views buttons InkDrop hover effect doesn't immediately reappear after clicking

Chrome Version: Version 64.0.3280.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Zoom In or Out with CMD- or CMD+ so that the Zoom Icon appears in the Omnibox
(2) Click on the Zoom Icon, so that the Bubble appears
(3) Now click on the - or + button to zoom in/out

What is the expected result?
The hover button should appear immediately after clicking on the -/+ buttons. 

What happens instead?
The hover button doesn't appear immediately after clicking on the -/+ buttons. They need approx. 3 sec to reappear.

Not sure, if this is intended.

This seems to affect Windows in a way as well - there is a delay after the ripple effect and the hover reappearing. There needs to be _some_ delay for the ripple effect to work properly, but there is still a lag.

But on Mac, there is no ripple effect, so the delay feels longer.

I think it is a bug.

MacViews triage: this doesn't repro any more, likely because of patricialor@'s ink drop layer fixes.
