[DevTools] A horizontal separator line is missing under Overrides section on Settings page.

Issue description

Chrome Version: 64.0.3280.012d6a1a2daf69e7fed839a65b0d1284021056b6a-refs/heads/master@{#519958} 32/64-bit.
OS: Win(7,8,10),Mac(10.12.6,10.13.2),Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and press 'F1' key to open 'Settings' overlay.
2. Now, go to 'Overrides' panel and observe just below the 'Overrides' header text.

A horizontal separator line is missing just below the 'Overrides' header text.
A horizontal separator line should be present just below the 'Overrides' header text.

NOTE: A horizontal separator line is present just below the header of Preferences, Workspace, Blackboxing, Devices, Throttiling and Shortcuts section.

This is a non-regression issue, seen from M-64 series as Overrides section is introduced from build # 64.0.3276.0 on settings page.
