Issue descriptionChrome Version: 63.0.3239.70 (Official Build) (64-bit) (cohort: Stable)fbc6e85537f9c2cdad58f8daf311e5847848f745-refs/branch-heads/3239@{#597}(64-bit) OS: Win(10 Touchbar). Steps to reproduce: 1.Launch Chrome, go to chrome://settings/manageProfile, refresh the page multiple times and observe. Actual Result: Paper-icon-button disappears on on multiple refresh. Expected Result: Paper-icon-button should not disappear on multiple refresh. This is regression issue broken in ‘M-62’ and below per-revision bisect result Using the per-revision bisect providing the bisect results, Good Build: 62.0.3173.0(Revision:490803). Bad Build: 62.0.3174.0(Revision:491203). You are probably looking for a change made after 491191 (known good), but no later than 491192 (first known bad). I'm unable to repro on Linux (without touch), and "using touch" looks like the difference in #0 to #1: Is this a touch-only issue?

Able to reproduce consistently. Issue is caused by double tapping the refresh icon. Click produces a ripple which makes the "refresh" button remain on screen. Tap doesn't produce a ripple on the "refresh" button so the "stop loading" button appears underneath immediately. This make double tap behave like "refresh" "stop loading" since both buttons are pushed. Pressing F5 followed by Esc will also reproduce the missing back arrow. From a Web UI standpoint, this is "functions as designed" since the page is stopped from loading. Removing myself as owner, since I don't know who should own this as it's not Web UI.
