pyro-release: bvt-arc suite timeout

bvt-arc suite times out.

I see tests being scheduled on at most 2 DUTs over 2 hours (~4:55 to ~6:00):

However, pool:bvt is 100% used between 2am and 10am:

There are 5 DUTs in pool:bvt, and they all look fine, AFAICT, but maybe we need more (or figure out if other tests are taking too long?)

I wonder if this is due (at least partly) to:
https://chrome-internal-review.googlesource.com/c/chromeos/autotest-cheets/+/488433
which adds a few more tests to bvt-arc.

It was also timing out before those tests were added (see the bug I'm duping this into). 

I have a fix in that bug to reduce unnecessary repairs which will get us back a lot of lab time. Let's see if that helps first
