timloh@ Can you please elaborate on the indented behavior vs. current behavior?

To my understanding "Settings will be cleared on next reload" is a normal flow after "Clear these settings for future visits", and the settings are cleared accordingly in the future visits.

I think the bug is:

(0. Visit https://permission.site)
1. Request location permissions (or MIDI) and dismiss the prompt (click the X)
2. Repeat this twice (embargo is after 3 dismissals)
3. Page action says "Settings will be cleared on next reload"
4. Reload
5. Request location permission -- it is automatically denied
