Pre-Condition:Set Default Language of chrome in 'Hindi' from chrome://settings/languages

Test-URL:https://www.google.co.in/?gfe_rd=cr&dcr=0&ei=zDUeWuWxJYPT8geDnp6AAg&gws_rd=ssl

Steps to reproduce:
1.Launch chrome and navigate to above URL.
2.Click on Security chip and observe.


Actual Result:  Cookies and certificate does not get translated in'Hindi'.

Expected Result:Cookies and certificate should get translated in'Hindi'.

This is regression issue broken in ‘M-64’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 64.0.3272.0(Revision: 517672).
Bad Build: 64.0.3274.0(Revision:518061).

You are probably looking for a change made after 517757 (known good), but no lat
er than 517758 (first known bad).
