Sheriff-o-Matic: Add ability to link b/ bugs

Problem with Sheriff-o-Matic, Chrome OS

Occasionally (e.g. ARC++ issues), a b/ bug is more appropriate than a crbug.com/ bug, but the interface does not let you link a b/ bug.

I had to add the bug as comment instead, which isn't nearly as nice.
