What steps will reproduce the problem?
(1) Start Windows while the Windows DPI setting of something > 100%
(2) Change the DPI setting to 100%
(3) Start Chrome and visit a page with an unstyled textarea

The textarea scrollbars should resize with the DPI settings accordingly. 

What happens instead?
The scrollbars remain oversized.
