Only start media analytics process if mount_point is set in the MediaPerceptionAPIManager

Remove StartMediaAnalytics legacy code path for when mount_point is not set.

The old deployment paradigm for rtanalytics did not use ComponentUpdater. In order to maintain backwards compatibility, that code path has remained in tact. When the old deployment method is no longer in use, it should be removed.
