What steps will reproduce the problem?
(1) Add some partner bookmarks, either through Sole or system package
(2) Clear all bookmarks
(3) See the bookmark count under "Mobile Bookmarks"

What is the expected result?
We should see "1 bookmark", given that it counts the number of immediate children.

What happens instead?
It shows "No bookmarks".

The root folder of partner bookmarks doesn't really exist in the bookmark tree. It is "considered" inside the "Mobile Bookmarks" node. The logic is here:

However, this special handling isn't applied in the bookmark counting code.
