[Chrome Home] No Handle to Swipe Down from blank version of NTP

Issue description

Chrome Version: [current canary]
OS: Android

What steps will reproduce the problem?
(1) Install Chrome (canary), go through initial flow.
(2) On the New Tab Page, notice there is a little horizontal bar at the top of the page.  It seems to invite dragging.
(3) Drag the bar down.

What is the expected result?
(4) Something interesting.

What happens instead?
(4) I see a blank screen with some icons at the bottom.
(5) Think "oh, that's no good, let's go back to the new tab page".  Look for the bar to drag it back up.
(6) Fail to find a bar.
(7) Try to swipe up the background, in hope that that action reverses the dragging down.
(8) Nothing happens.
(9) In desperation, trying to get back to where I was, press the back button.
(10) Chrome closes; I see my Android home screen again.
(11) Think: "I guess I don't understand how to use this app."
(12) Take a deep breath.  Optimistically, decide to try again.
(13) Find the chrome (canary) icon and press it again.  Hope that it will show me the inviting new tab page.
(14) Instead see the same blank page as before.
(15) Give up entirely and leave Chrome.

Incidentally, I also tried tapping the blank area at the bottom of the screen, expecting a text entry form to pop up.  Nothing happened.

I also thought that I might be in some sort of tab switcher mode (or, if not in a tab switcher mode, then perhaps if I get into a tab switcher I'd then know what to do) so I tapped on the square that looks like the tab switcher button I'm used to.  (The button I'm used to normally has a number in it.  This is blank, which seems odd.)  The tap on the square icon is ignored.  (What's the point of the icon if it's neither interactive nor conveys any information?)

Thanks for the report.

At step #4, you should be in the tab switcher and the icons at the bottom of the screen should be the + (new tab) and three-dot menu button, both of which will allow you to open the new tab page. Is the attached screenshot what you're seeing?

We have received several reports of the non-usefulness of the empty tab switcher state. UX has done some explorations around making this screen more useful/inviting.

I think there are a couple of other "easy" things we can try:
 - at step #2/3, we could disallow dragging down the NTP if there are no other tabs open
 - at step #12, we can open a new tab when we receive a main intent if no tabs are currently open

I think the empty tab switcher state is still something the UX team should look at, outside of the context of Chrome Home.

Hannah/Chris, is there another bug (or some work item) tracking that or should we re-purpose this bug?
