Nonsense behavior of disabled resizable textarea

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36 Example URL: http://jsbin.com/rexerut/edit?html,output Steps to reproduce the problem: 1. visit http://jsbin.com/rexerut/edit?html,output 2. Click and drag the resize handle on the bottom right corner of the textarea What is the expected behavior? you should be able to resize the textarea What went wrong? you cannot resize the textarea. If the textarea is not disabled, then it works as expected. There's no reason why a textarea shouldn't be resizable "because" it is disabled, and even if there was a reason, then the resizing handle shouldn't be shown in the first place. Also if the contents don't exceed the textarea, and it has no scrollbars, then it works as expected (whether it's disabled or not). Complete nonsense. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes I'm not entirely sure but I think it did before Does this work in other browsers? Yes Chrome version: 62.0.3202.89 Channel: n/a OS Version: Flash Version: This is a HUGE usability issue, crippling many websites.
