Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Try to open attached file 2. 3. What is the expected behavior? File should be opened almost immediately. What went wrong? Chrome needs 50 seconds to load attached file. Firefox needs under one second. Edge also. Did this work before? N/A Chrome version: 62.0.3202.94 Channel: stable OS Version: 10.0 Flash Version: This file is log generated by cruisecontrol.net tool. Chrome needs the same amount of time to open it when it is served from cruisecontrol server.

Previously found issues for this regression were merged into issue 677839 , which was merged later into issue 636993

Able to reproduce the issue on reported chrome version 62.0.3202.94 and on the latest canary 64.0.3279.0 and same is seen on M-50(50.0.2641.0) using windows 10, Mac 10.12.6 and Ubuntu 14.04 Assigning the issue as per changelog provided in C#3 @eae: Please confirm the issue and help in re-assigning if it is not related to your change.
