Regression: Unnecessary text gets selected and selection context menu appears on chrome://history page.

Issue descriptionChrome Version: 63.0.3230.0 (Official Build)da95e4026511e4539097b7dc8e09c21cb92a0aee-refs/heads/master@{#505511} 32/64-bit. OS: Windows-10(Touch Device). What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://history page. 2. Long top/touch on blank area and observe. Unnecessary 'here' text gets selected and selection context menu appears. 'here' text should not get selected and only context menu should appear. This is a regression issue, broken in M-63 series, below is manual regression range. Good build:63.0.3230.0 Bad build: 63.0.3231.0 You are probably looking for a change made after 505690 (known good), but no later than 505691 (first known bad). I don't think this bisect is correct. I can reproduce even after reverting this CL. The problem seems to be that the text is contained in a div that takes up the entire page, see modified screenshot to illustrate.
