Issue descriptionSteps to reproduce the problem: 1. launch chrome 2. send to background chrome What is the expected behavior? RestartQueryForTopSitesTimer is not called in case app enter background. What went wrong? It seems in TopStiesImpl, RestartQueryForTopSitesTimer is triggered for ensure top sites stay in sync with history. But even if app is in background, RestartQueryForTopSitesTimer is always triggerd. Do need these actions even when app is in the background? Did this work before? No Chrome version: 59.0.3071.125 Channel: dev OS Version: 7.0 Flash Version:

Thanks for the report. You are using an older version of chrome, please upgrade to the latest version and give a try. Also, it would be great if you clarify the observed and expected outputs.
