SVG image size keeps changing

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36 Steps to reproduce the problem: 1. Install the extension https://chrome.google.com/webstore/detail/awesome-new-tab-keep-calm/oifddhbdeekkkgagibingcikgopenjei (I'm serious, install this extension for replicating the bug) 2. Activate the extension, this will override your new tab page. 3. Uninstall the experiment after you replicate the bug. This extension is for myself only. What is the expected behavior? Same appearance of the crown on every page load. What went wrong? The size of the crown SVG image keeps on changing with refreshes. Try refreshing the page until you notice the difference. There's no JavaScript for this logic. I've attached screenshots with the two distinct sizes of the crown to this issue. Did this work before? No Chrome version: 59.0.3071.115 Channel: n/a OS Version: Flash Version: Keep calm and keep making Chromium awesome.

Able to reproduce the issue on reported version 62.0.3202.94 and latest Canary 64.0.3279.0 using Windows 7, the same is seen from M50(50.0.2637.0) Hence considering the issue as Non-Regression and marking it as Untriaged. Note: Issue is not reproducible on Ubuntu 14.04 and Mac 10.12.6
