Launcher bounds is wrong.

ToT as M64.0.3279.0

What steps will reproduce the problem?
(1) Change the device resolution to very low, e.g. 750x500.
(2) Open Launcher.
(3) Type any letter.

What is the expected result?
The Launcher bounds in HALF mode.

What happens instead?
The Launcher bounds is wrong. Please see the attached image.

We need a threshold for HALF mode that adapts to  device scale when the display is below a certain threshold.

How about a behavior that enables the half mode to resize if higher than the screen. 
Cap it to top of the screen and introduce scrollbars within the dropdown, maintain consistent paddings however. 
Essentially build the dropdown to be responsive.

Tested 73.0.3637.0 at the lowest possible res on Eve and Minnie (800x533), works fine
