Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36
Example URL:
Steps to reproduce the problem:
1. Open any page
2. Mute the tab
3. Execute this script:
speechSynthesis.speak(new SpeechSynthesisUtterance('a'))
What is the expected behavior?
No sound should be played.
What went wrong?
The sound is played from the muted tab.
Did this work before? N/A
Is it a problem with Flash or HTML5? HTML5
Does this work in other browsers? Yes
Chrome version: 62.0.3202.75 Channel: stable

Able to reproduce the issue on reported version 62.0.3202.94 and latest Canary 64.0.3279.0 using Windows 7, Mac 10.12.6 and Ubuntu 14.04, the same is seen from M50(50.0.2641.0). Hence considering the issue as Non-Regression from M-50 and marking it as Untriaged.

Dale, is tab muting expected to mute synthesis audio? BTW, this is not a regression.It repro on Chrome 52 as well.
