Build bottleneck caused by gen/blink/core/inspector/browser_protocol.stamp

See the attached trace which was a chrome build with -j1024 on Linux.  Thread 406 gets stalled on gen/blink/core/inspector/browser_protocol.stamp

When this issue is fixed, it reduces a full build time from 315s to 90s.

I wrote a patch that changes the depth from 10 to 5 and I realized, kozyatinskiy@chromium.org had the same idea!  So assigning to you based on https://chromium.googlesource.com/deps/inspector_protocol/+/65caa48c1d301e35f60b94ae770b0c68c34960d4

Could you also roll the change in to chromium?
