What steps will reproduce the problem?
(1) set up two languages input (Japanese and English in my case)
(2) go to input area (like the omnibox)
(3) ctrl-space

What is the expected result?
Input language indicator bubble pops up

What happens instead?
The bubble pops up, but the margin around the text is way too large. See the attached image.
