http/tests/devtools/console-cross-origin-iframe-logging.js fails with --site-per-process

Since r518486 the http/tests/devtools/console-cross-origin-iframe-logging.js test times out with --site-per-process.  The failures started in https://build.chromium.org/p/chromium.fyi/builders/Site%20Isolation%20Linux/builds/22906

In the meantime, I can put together a CL to disable the test on Site Isolation bots.

I've just noticed that we already had this test mentioned in third_party/WebKit/LayoutTests/FlagExpectations/site-per-process - it seems that the recent refactoring just changed the failure mode into a timeout.
