Non-Regression: Unable to click on Uber Tray in 'Please wait' screen of Sign-In page

Chrome Version:  64.0.3274.0/10164.0.0 dev -channel Reks,Candy and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)In Sign-in screen enter valid credentials i.e. Enter Email Id and Password
(2)Click on 'NEXT' button -> Navigates to 'Please wait' screen 
(3)Now click on Uber Tray and observe nothing happens (Please refer video)

Expected:
Should be able to click on Uber Tray in 'Please wait' screen
(or)
Uber Tray should be disabled in 'Please wait' screen
(or)
Uber Tray should not be available in 'Please wait' screen

Actual: Instead Unable to click on Uber Tray in 'Please wait' screen 

This is Non-Regression Issue seen from M-55

@tbuckley : Please confirm the Issue

Note: Able to click Uber Tray in 'Syncing your preferences' page

Working as intended for system menu to be non-interactive during the "Please wait" screen.

but Uber Tray is seen enabled.Reopening the Issue for confirmation
