Regression : Hand pointer is seen on hovering mouse at space available after 'Learn more' link in 'Google Play Terms of Service' page

OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Open Play store 
(2)In 'Google Play Terms of Service' page -> hover mouse at space available after 'Learn more' link('Learn more' link available at text 'Let Google's location service help...' ) and observe unnecessary Hand pointer(kindly refer video and Screenshot)

Expected: Arrow pointer should be seen on hovering mouse pointer at space available after 'Learn more' link
Actual: Instead unnecessary Hand pointer is seen

This is Regression issue as same is working fine in M-60 Reks

@khmel : Please confirm the issue

Note : Issue is seen on M-61 also

I think new behavior is correct. This is clickable action (it changes checkbox value). I tested chrome/settings and it seems it has similar style (for example radio button "Encrypt synced data with your own sync passphrase")

In chrome://settings/reset page -> Click on 'Reset' option -> observe arrow pointer is seen after 'Current settings' text and on clicking space checkbox is not clickable and now hover mouse cursor on 'Help make chrome...' text and observe Hand pointer is seen and on clicking checkbox is clickable (Please refer 'Expected_Arrow[pointerBehavior' video)

And In EULA screen also Arrow pointer is seen on hovering mouse at space after text

Re-opening issue for confirmation. Please close if this is also WAI.
