[Missing Tests]: onmidimessage not being fired for some devices (Quirkbot)

Automated tests for the below commit have been missing.Please add test coverage ASAP to avoid regressions in future.

Unfortunately this is very hard part to be verified in an automated test because this requires users's interactions to connect and disconnect physical device to trigger OS providing API fired.

We have a long term plan to cover such cases by having an abstraction layer to emulate OS level APIs, but it won't happen soon.
